What is STAIRs?
Social Tenant Access to Information Requirements (STAIRs) is a new statutory requirement introduced by the Government. It provides people living in social housing with the right to access information about how their homes and services are managed, with the aim of creating a better understanding and more transparency across the sector.
We want to be open and honest about how we work, the services we provide and the decisions we make. We’ll continue to provide further information as it becomes available.

Key Points
- From October 2026, housing providers must publish key information about how they manage homes.
- From April 2027, residents are able to request specific information about their housing, and landlords must respond within 30 calendar days.
- This requirement is similar to the Freedom of Information rules that apply to councils, and it applies to housing associations and other registered providers.
- The aim is to increase openness, transparency and accountability, helping residents to understand decisions better and hold landlords to account.

From April 2027
When STAIRs comes into effect from April 2027, you’ll be able to request information about:

- Property conditions, repairs, and improvements to property
- Anti-social Behaviour

- Complaints handling, procedures and performance
