Five Es Procurement Cycle
Broadland considers value for money in all our procurement activities against the Five “E”s; Economy, Efficiency, Effectiveness, Equity and Environmental.

Current Opportunities
We publish regulated procurement opportunities and statutory notices through Delta eSourcing and the Find a Tender (FTS) service, which now operates as the UK government’s Central Digital Platform for procurement notices.
Suppliers can use this service to search for live opportunities, view published notices and register supplier information for relevant procurements.
We do not host live tender opportunities directly on our website. Please use the Find a Tender service to view current notices and opportunities.

How we Procure
Broadland buys a wide range of goods, works and services to support our homes, residents and communities. This may include repairs and maintenance, construction, professional services, technology, facilities management and other support services.

Our procurement approach is based on fairness, transparency, integrity and value for money. Where required, we award contracts on the basis of the most advantageous tender, taking account of quality, price and wider social value.
Depending on the requirement, we may use open competition, framework agreements, joint procurement arrangements and preliminary market engagement to help shape future opportunities.
Transparency and Awarded Contracts
In line with transparency requirements, information about contracts we enter into is published via the Central Digital Platform, including:
- Contract award notices
- Contract details notices
- Notices relating to direct awards where applicable
This information allows suppliers and the public to understand what we buy, who we contract with, and the basis on which decisions are made.
Prompt Payment and Transparency
We are committed to paying suppliers promptly and fairly.
Payments compliance notices
We publish payments compliance notices on the Central Digital Platform for each 6-month reporting period, showing how promptly we pay valid and undisputed invoices.
Working with Suppliers
Supplier Registration
For some procurements, suppliers may need to register on Find a Tender and complete their core supplier information so it can be shared as part of the bidding process.
Registration can help suppliers:
- Submit core organisational information once
- Share that information securely with contracting authorities
- Bid more easily for future opportunities

We want our procurement processes to be accessible and proportionate. This includes designing opportunities in a way that can support SMEs, VCSEs and local suppliers where appropriate.

We have come together with Freebridge Community Housing, Havebury Housing Partnership, Orwell Housing and Saffron Housing Trust to form Independent East.

From time to time, we may engage with the market in advance of a procurement to better understand:

Where required, information about preliminary market engagement is published through Find a Tender before the tender notice, or the relevant explanation is included in the tender notice.
Social Value

Social value is the wider benefit our spending can create beyond the goods, works and services we buy. At Broadland, we use our procurement activity and investment to support the local community by creating opportunities for local employment, apprenticeships, skills development, support for local businesses and projects that strengthen neighbourhoods and improve residents’ wellbeing.

Broadland Meridian was set up to provide training and employment support services to people who experience disadvantage, particularly those suffering from psychiatric, physical or mental rehabilitation.
It now fulfils this function Broadland Meridian Mental Health and Wellbeing Fund. The Fund provides grants to local organisations that share Broadland Meridian’s charitable objectives and aims.

Broadland Meridian Board – Broadland Housing Association
Broadland have also used social value funding generated through procurement to invest directly in the community. One example is a play area in King’s Lynn, which was fully funded through social value contributions and created a valuable space for children and families on one of our schemes.
We will continue to look for ways to use social value to support local communities and welcome suggestions for improvements in your area.
