Working with North Norfolk District Council, we have completed a mixed-tenure scheme of 11 homes on Wells Road in Hindringham, Norfolk.
The new scheme includes:
The homes provide a mix of 7 affordable rent and 4 market sales properties. Building materials include brick, flint and timber, with clay roof tiles, to blend in with the local architecture.
Housing Needs Survey
Broadland Housing Association agreed with Martham Parish Council to carry out a survey about housing need in the parish.
If the survey identifies there is sufficient need for affordable homes, Broadland Housing Association will work in partnership with the Parish Council and local landowners to deliver either a 100% affordable housing scheme or a mixed-tenure housing exception scheme in the village, dependent on need and funding.
Exception housing schemes are provided on land in the countryside that would otherwise not be permitted for development. The homes on an exception housing scheme are allocated using the Local Allocations Agreement. This ensures that homes are prioritised for households with a local connection to the parish where the scheme is located and the adjoining civil parishes. In this case the scheme forms part of a larger allocated development at the entrance to the village, off Repps Road.
Housing need in rural areas can often be hidden and not necessarily visible to the wider community or statutory authorities. An individual or household is considered to be in housing need when:

A small number of market sale homes may also be required to generate cross-subsidy and make the affordable homes more financially viable.\

Our affordable housing strategy in north Norfolk has won a Royal Town Planning Institute (RTPI) 2021 Award for Planning Excellence.
The strategy was the winner in the Excellence in Planning to Deliver Homes – small schemes category. It is also a finalist in the 2021 Inside Housing development awards.
Broadland’s North Norfolk District-Wide Affordable Homes Strategy used changes in national planning policy to link five mixed-tenure schemes (Binham, Trunch, Erpingham, Edgefield and Great Ryburgh) in one Section 106 Agreement. Market homes sales subsidised the delivery of 61 affordable homes in an area with a chronic affordable housing shortage.
The Broadland scheme designs complement the local rural landscape and use authentic building materials. The quality of the planning has helped to build inclusive, sustainable communities, with no visible difference between the social rent and open market homes, reducing the stigma often associated with affordable housing.

Broadland worked closely with partners North Norfolk District Council, Bidwell’s, Ingleton Wood, Hudson’s, Rossi Long, RG Carter, Wellington Construction and H Smith Honingham to achieve the strategy. The project is also a finalist in the 2021 Inside Housing awards. Previously it was the RTPI Eastern region winner.
