The seminar is being Chaired by the Bishop of Norwich, Graham Usher
Bishop Graham Usher has been the 72nd Bishop of Norwich since 2019. He began life as an ecologist and was appointed the Church of England’s lead bishop for the environment in 2021. Earlier in his career he was a Secretary of State appointee to the Northumberland National Park, chair of the Forestry Commission in the Northeast, and a board member of the Human Tissue Authority. He is currently a member of the worldwide Anglican Consultative Council, a Church Commissioner, and a member of the Council of St George’s House at Windsor Castle. He was a Bishop Supporter to Queen Camilla at the Coronation last year. In October 2023 he took his seat in the House of Lords as a Lord Spiritual. He is the patron or president of over 25 charities, mostly Norfolk-based. He is a keen beekeeper and regularly tweets @bishopnorwich.
Chris Hancock, a housing director and community safety professional with over 20 years’ experience in local government. He has worked in a variety of officer and senior management positions specialising in housing management, strategic housing and more recently community safety. Chris started working in housing in 2002 and is currently employed as director of housing and community safety for Norwich City Council.
Will Fermont-Brown is the Church of England’s National Public Policy Adviser for Economics and Social Welfare, supporting the Archbishops, Bishops and General Synod on issues relating to poverty, social security, and strengthening communities across urban and rural contexts. Will has worked previously as a parliamentary adviser on migration, on political campaigns in the UK and the U.S., and as a community worker for a church in the North East.
John Lee is the CEO of YMCA Norfolk and is passionate about their mission and ethos, he is keen to break down the barriers that vulnerable young people and families face surrounding access to housing, education and employment opportunities.
He has a wealth of experience within Norfolk’s third sector – having previously worked as the Head of Services and Quality at the Matthew Project, leading their work with young people and veterans affected by substance misuse.
John also previously served as a trustee for YMCA Norfolk between 2015 – 2018, where he took on the role of governance lead for safeguarding.
Lisa Naylor is Head of Built for Zero UK at Crisis working within their Social Change directorate. She previously worked within Crisis’ Consultancy offering bespoke pieces of work to Local Authorities across the UK and has experience of working in housing management and in the delivery of front-line services.
Jenny Watson currently chairs GAMSTOP as well as Broadland. Her wider portfolio includes board roles at the Reclaim Fund Ltd, the Enforcement Conduct Board and the Norfolk Community Foundation. She is a former Chair of both the Electoral Commission and the Equal Opportunities Commission and her previous board experience includes the Audit Commission, the Financial Reporting Council and the Financial Ombudsman Service.
Michael has been Broadland Housing Group’s Chief Executive since May 2003. He is a Fellow of both the Royal Institution of Chartered Surveyors and the Chartered Institute of Housing.
He has worked in the affordable housing sector since 1997, having previously worked for Flagship Housing Group and Anglia Housing Group.
Michael is the Chair of the Norfolk Strategic Housing Partnership, a coalition of local authorities, the NHS, the police, DWP, housing associations and other agencies all committed to ending homelessness in Norfolk. He is also a board member of Homes For Cathy, a national alliance of over 120 social landlords committed to ending homelessness nationally.
Katie has worked in Housing since 2007 and has experience of housing management and tenancy support.
Since working with Broadland she took an interest in the work they did with homelessness and in 2020 became their specialist lead. Katie has worked with organisations across Norfolk to set up partnerships that provide housing and support to those that have experienced homelessness, those that are in need of temporary accommodation and those that are ready to move on from it. She has been involved in setting up Housing First for entrenched rough sleepers and prison leavers.
Katie is passionate about it being a basic human right to have a home and that those that have experienced homeless should be treated as individuals when considering how to end their homelessness.
Superintendent Wes Hornigold joined Norfolk Constabulary in 2002.
Wes began his career as a response officer in King’s Lynn. In 2005, he successfully completed the initial firearms course and went on to support the policing of the Royal residences at Sandringham, Wood Farm and Anmer for the next 10 years.
Wes was promoted to Sergeant in 2007 and held Response and SNT roles prior to moving into Custody, where he was then part of the team that transitioned from the old King’s Lynn Custody to the new Police Investigation Centre.
In September 2019, Wes moved into the Norfolk 2020 programme. A very different and extremely challenging role, though extremely rewarding.
In 2021, Wes was promoted to Superintendent and led the King’s Lynn and Breckland Policing Districts until July 2023 when Wes became the Superintendent for the Norwich District.
Ed joined the Constabulary fresh from University in 2001 and has enjoyed a number of different roles all around the County working in local policing, operational partnerships, Community Safety, CCR and Custody.
He is an experienced Public Order and Public Safety Bronze and CBRN Commander and has managed countless operational deployments covering football, music events, protests and demonstrations.
He is delighted to have returned to Community Safety where he enjoyed a number of years developing the portfolios as an Inspector.
